data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>To <strong>facilitate the transport and transit of goods between the territories of CEDEOA Member States<\/strong>, the Heads of State and Government of the Economic Community of West African States (CEDEOA) signed in May 1982 <strong>two (2) Regional Conventions<\/strong>, namely the <strong>Inter-State Road Transit (TRIE)<\/strong> Convention No. A\/P4\/5\/82 [Convention] and the Inter-State Road Transport (ISRT) Convention No. A\/P2\/5\/82 [Convention].<\/p><p>The <strong>TRIE Convention<\/strong> established a system of <strong>Interstate Road Transit<\/strong> between Member States which allows the transport of goods by road under suspension of duties, taxes and prohibitions from a Customs office in one Member State to a Customs office in another Member State.<\/p><p>In order to ensure the<strong> smooth running of the TRIE<\/strong>, an <strong>operation guarantee mechanism<\/strong> was instituted by the Additional <strong>Protocol No. A\/SP.1\/5\/90 of 30 May 1990<\/strong> [Protocol], which consists of a Chain of National Bonds, intended to guarantee the duties, taxes and possible penalties incurred on the territory of the Member States, crossed on the occasion of the TRIE of goods.<\/p><p>To this end, a <strong>contribution to the Guarantee Fund<\/strong> based on a rate of <strong>0.25% of the CAF value of the goods<\/strong> is levied by each <strong>National Guarantor [1]<\/strong> of the countries through which the goods pass.<\/p><p>The <strong>TRIE A\/P2\/5\/82 Convention of 29 May 1982 [Convention]<\/strong> defines the conditions under which <strong>road transport<\/strong> between CEDEAO Member States must be carried out.<\/p><p>It applies to road transport of <strong>passengers<\/strong> and <strong>goods<\/strong>, and defines in particular (i) the road axes recognised as <strong>Inter-State axes<\/strong>, (ii) the <strong>axle load<\/strong>, (iii) the<strong> technical characteristics<\/strong> of vehicles for the transport of persons and goods, (iii) the<strong> transport permits<\/strong>.<\/p><p>The <strong>TRIE<\/strong> is supported by <strong>Protocol A\/P1\/5\/82 [Protocol]<\/strong> establishing the<strong> CEDEAO Brown Card<\/strong> on <strong>Third Party Motor Vehicle Liability Insurance<\/strong> and the Additional Act A\/SA.17\/02\/12 on the <strong>Harmonization of Standards and Procedures for the Control<\/strong> of Vehicle Dimensions, Weights and Axle Loads of Heavy Goods Vehicles in ECOWAS Member States.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-d5ff55b e-con-full e-flex of Lading (or Original B\/L) stating \u201c<strong>In Transit to the Country Indicated<\/strong>\u201d.<\/li><li>Preliminary Import Declaration \u2013 PID, (case of Burkina Faso).<\/li><li>I.F.S (Intention to Import with financial settlement to be established in Mali and Niger).<\/li><li>UFI (Unique Fiscal Identification for Burkina Faso).<\/li><li>TIN (Tax Identification Number for Mali).<\/li><li>TIN (Tax Identification Number for Niger).<\/li><\/ul><\/div><\/div><\/div>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\"><h5 class=\"elementor-widget-container\">The freight forwarder carries out the following operations :<\/h5><p><strong>With the shipping company:<\/strong><\/p><ul><li>Payment of Port Charges by the authorised customs agent.<\/li><li>Payment of B\/L exchange by the authorised customs agent.<\/li><li>The Shipping Company establishes the Manifest with the mention \u201cin Transit\u201d before the arrival of the vessel and transmits it to the Customs for verification and signature.<\/li><\/ul><p><br \/><strong>With the Customs:<\/strong><\/p><p>The authorised Customs agent makes and prints the Customs <strong>Detail Declaration (D25)<\/strong> and the<strong> T1 document<\/strong>, under the computerised Customs programme SYDAM \u2013 ASYCUDA World \u2013 via the GUCE platform <strong>[Cf. Circular N\u00b01914 of the DGD]<\/strong> and carries out :<\/p><ul><li>The Customs Circuit.<\/li><li>Obtains the \u2018Bon \u00e0 Enlever\u2019 from Customs.<\/li><li>Organises the Visit of the Packages with Customs, in case of unloading of the container.<\/li><li>Establishes the Loading Plan with the Grey Card of the means of transport (truck).<\/li><\/ul><p><br \/><strong>With the Chamber of Commerce and Industry (CCI-CI) <\/strong>[Cf. The TRIE Convention established a system of Interstate Road Transit between Member States which allows the transport of goods by road under suspension of duties, taxes and prohibitions from a Customs office in one Member State to a Customs office in another Member State. In order to ensure the smooth running of the TRIE, an operation guarantee mechanism was instituted by the Additional Protocol No. A\/SP.1\/5\/90 of 30 May 1990 [Protocol], which consists of a Chain of National Bonds, intended to guarantee the duties, taxes and possible penalties incurred on the territory of the Member States, crossed on the occasion of the TRIE of goods. To this end, a contribution to the Guarantee Fund based on a rate of 0.25% of the CAF value of the goods is levied by each National Guarantor [1] of the countries through which the goods pass. The TRIE A\/P2\/5\/82 Convention of 29 May 1982 [Convention] defines the conditions under which road transport between CEDEAO Member States must be carried out. It applies to road transport of passengers and goods, and defines in particular (i) the road axes recognised as Inter-State axes, (ii) the axle load, (iii) the technical characteristics of vehicles for the transport of persons and goods, (iii) the transport permits. Circular N\u00b01914 of the DGD] and carries out : The Customs Circuit. Obtains the \u2018Bon \u00e0 Enlever\u2019 from Customs.
