The Authorization Application file must be submitted to the Ministry of Water and Forests and is composed of the following documents [Cf. List of decisions]:<\/p><ul><li>A written request for a decision to import forest products addressed to the Minister of Water and Forests.<\/li><li><u>A copy of the <a href=\"http:\/\/www.actualitesdroitohada.com\/droit-commercial\/le-registre-du-commerce-et-du-credit-mobilier\/le-registre-du-commerce-et-du-credit-mobilier\/l-immatriculation-au-registre-du-commerce-et-du-credit-mobilier\">Certificate of Registration in the Trade and Personal Property Credit Register<\/a><\/u>.<\/li><li>A copy of the Tax Declaration of Existence (see General Import Procedures tab on the site).<\/li><li>A copy of the valid Importer\/Exporter Code issued by the Ministry of Commerce, Industry and SME Promotion.<\/li><li>A copy of the Memorandum of Understanding (Purchase Agreement) established between the supplier and the buyer.<\/li><li>A copy of the valid Approval of Exporter of Wood Products for the import of logs and products of first transformation of wood (cut, veneer, peeled and sliced).<\/li><\/ul><p>In case of Temporary Admission, a copy of the Temporary Admission Certificate for re-exportation issued by the General Directorate of Customs is required.<\/p><p>Cost of the Authorization application: <strong>Free of charge<\/strong> [See Example of Authorization decision for the import of forest products].<\/p><p>The deadline for issuing the decision is 15 days.<\/p><p>The validity period of the decision is six (6) months to one (1) year from the date of its signature.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div id=\"e-n-tab-content-327698382\" role=\"tabpanel\" aria-labelledby=\"e-n-tab-title-327698382\" data-tab-index=\"2\" style=\"--n-tabs-title-order: 2;\" class=\" elementor-element elementor-element-18f7858 e-con-full e-flex wpr-particle-no wpr-jarallax-no wpr-parallax-no wpr-sticky-section-no wpr-column-slider-no wpr-equal-height-no e-con e-child\" data-id=\"18f7858\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-929d238 exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-exad-exclusive-tabs\" data-id=\"929d238\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"exad-exclusive-tabs.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"exad-tabs-929d238 exad-advance-tab exad-tab-vertical \" data-tabs>\r\n\t\t\t\r\n\t\t\t<ul class=\"exad-advance-tab-nav\">\r\n\t\t\t\t\t\t\t\t\t<li class=\"active \" data-tab>\r\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"exad-tab-title\">\r\n\t\t\t\t\t\t1\t\t\t\t\t\t<\/span>\r\n\t\t\t\t\t<\/li>\r\n\t\t\t\t\t\t\t\t\t<li class=\" \" data-tab>\r\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"exad-tab-title\">\r\n\t\t\t\t\t\t2\t\t\t\t\t\t<\/span>\r\n\t\t\t\t\t<\/li>\r\n\t\t\t\t\t\t\t\t\t<li class=\" \" data-tab>\r\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"exad-tab-title\">\r\n\t\t\t\t\t\t3\t\t\t\t\t\t<\/span>\r\n\t\t\t\t\t<\/li>\r\n\t\t\t\t\t\t\t\t\t<li class=\" \" data-tab>\r\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"exad-tab-title\">\r\n\t\t\t\t\t\t4\t\t\t\t\t\t<\/span>\r\n\t\t\t\t\t<\/li>\r\n\t\t\t\t\t\t\t\t\t<li class=\" \" data-tab>\r\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"exad-tab-title\">\r\n\t\t\t\t\t\t5\t\t\t\t\t\t<\/span>\r\n\t\t\t\t\t<\/li>\r\n\t\t\t\t\t\t\t\t\t<li class=\" \" data-tab>\r\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"exad-tab-title\">\r\n\t\t\t\t\t\t6\t\t\t\t\t\t<\/span>\r\n\t\t\t\t\t<\/li>\r\n\t\t\t\t\t\t\t<\/ul>\r\n\t\t\t\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no active exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<h5>IMPORT DECLARATION FORM (FDI)<\/h5><p>The Import Declaration Form \u2013 See Example of IDF \u2013 is mandatory if the value of the goods is higher than Five hundred thousand (500.000) F CFA. The FDI is established online via the transactional site of the <u><a href=\"https:\/\/guce.gouv.ci\/?namespaceController=home&amp;lang=en\">Single Window for Foreign Trade in Ivory Coast (GUCE)<\/a>.<\/u><\/p><p><a href=\"https:\/\/guce.gouv.ci\/register\/procedure\"><u>Access to the site<\/u><\/a> requires prior registration as an importer, exporter or forwarder.<\/p><p>The documents and information to be provided or downloaded are as follows:<\/p><ul><li>Importer Code (or Occasional Importer Code).<\/li><li>Pro-forma or Final Invoice.<\/li><li>Mode of Transport.<\/li><li>Name of the bank (in C\u00f4te d\u2019Ivoire) of the importer (for the direct debit. and obtaining the Exchange Authorization).<\/li><li>The HS Codes of the products to be imported.<\/li><li>A copy of the Import Authorization signed by MINEF.<\/li><\/ul>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\"><p>\u00a0<\/p><h5>CARGO TRACKING FORM (CTF)<\/h5><p><strong>Importation by sea<\/strong><\/p><p>For all imports by sea, the exporter, the foreign forwarder and the importer must register the Cargo Tracking Form (CTS) via the website of <u><a href=\"http:\/\/www.oic.ci\/\">the Ivorian Shippers\u2019 Office (OIC<\/a>).<\/u><\/p><p><strong>At embarkation<\/strong><\/p><p>The required documents are the following:<\/p><ul><li>The Final Invoice.<\/li><li>Bill of Lading (B\/L).<\/li><li>Packing List.<\/li><li>Customs Export Declaration of the country of shipment.<\/li><li>Certificate of local insurance in C\u00f4te d\u2019Ivoire.<\/li><li>The Import Declaration Form (IDF) or its number.<\/li><\/ul><p>In addition, for imports from countries outside the European Union, are required:<\/p><ul><li>The Freight Invoice.<\/li><li>The Certificate of Origin.<\/li><\/ul><\/div>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\"><p>\u00a0<\/p><h5>CERTIFICATE OF VALUE<\/h5><p>As soon as the goods are shipped and all the transport documents for the goods are available (Final Commercial Invoice, Ocean Bill of Lading or Air Waybill, Packing List, Freight Invoice, copy of the IDF and all other available certificates), the freight forwarder must initiate an application for a Certificate of Value.<\/p><p>All goods whose FOB value is greater than or equal to One (1) million F CFA must obtain a Final Classification and Value Report (FCVR) from the Directorate of Risk Analysis, Intelligence and Value (DARRV) of the Customs via the electronic platform of the GUCE \u2013<u><a href=\"https:\/\/www.gucecotedivoire.ci\/pwic\/wp-content\/uploads\/transfert-de-competences-webb-fontaine-douanes-ivoiriennes.png\"> Cf.Circular n\u00b02007 of March 21, 2019.<\/a> <\/u><\/p><p>The authorized forwarder downloads and fills in the <a href=\"https:\/\/www.gucecotedivoire.ci\/pwic\/wp-content\/uploads\/AvisdeDelivrancedelaDAIetdesdocumentsdefinitifs-3-1.pdf\">Notice of Deposit (AD)<\/a>.\u00a0 He attaches the documents accompanying the goods (Cf. List above) to the <u>Notice of Deposit<\/u> and uploads the whole file online on the GUCE platform.<\/p><p>The Customs DARRV checks the shipping documents and delivers within 5 working days following the submission of the documents the Final Classification and Value Report by email to the receiver or the forwarder.<\/p><p>The freight forwarder fills out Form D41 (Sampling Permit: this is an authorization given by the importer or freight forwarder to Customs to take a sample of the goods for the purpose of qualitative verification or to visually assess the apparent condition of the goods) and physically submits it with the shipping documents (see list above) to the Risk Analysis, Intelligence and Valuation Department (DARRV) of Customs for verification<\/p><p>After examining the file, the DARRV issues the Certificate of Verification (AV).<\/p><p>Goods with an FOB value of less than one (1) million CFA francs and certain other products are exempt from the FCVR procedure \u2013 (See the list of goods not subject to FCVR on the website <a href=\"http:\/\/www.douanes.ci\/\"><u>www.douane.ci<\/u><\/a>) \u2013 (See the General Import Procedures tab on the website).<\/p><\/div>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\"><p>\u00a0<\/p><h5>CUSTOMS DECLARATION<\/h5><p><strong>On arrival<\/strong><\/p><p>The Customs declaration is made by a forwarder mandated by the importer and approved by the <a href=\"http:\/\/www.douanes.ci\/\"><u>Customs<\/u><\/a>. The forwarder submits the declaration in the Customs computer system \u2013 SYDAM (Sydonia World). The documents to be given to the forwarder to make the Customs Declaration are the following:<\/p><ul><li>The Original Bill of Lading (B\/L) for sea shipments, or the Air Waybill (AWB) for air shipments or the Consignment note for road shipments.<\/li><li>Original supplier\u2019s invoice.<\/li><li>Certificate of Insurance.<\/li><li>Import Form (IDF \u2013 via <a href=\"https:\/\/guce.gouv.ci\/?namespaceController=home&amp;lang=en\"><u>GUCE<\/u> website<\/a>)<\/li><li>Freight Invoice<\/li><li>Final Value Classification Report (FVCR) if the FOB value is at least one (1) million CFA francs or the Certificate of Value (CV) if the FOB value is less than one (1) million CFA francs, or if the products are excluded from the FVCR (see List of goods not subject to the FVCR on the websites <a href=\"http:\/\/www.douanes.ci\/\">www.douanes.ci<\/a>)<\/li><li>The packing list:<\/li><li>The Customs receipt if the method of payment of duties and taxes is cash.<\/li><li>The Cargo Tracking Form (CTF) issued by the Ivorian Shippers\u2019 Office (OIC) for sea transport.<\/li><li>The WAEMU or ECOWAS Certificate of Origin if necessary.<\/li><li>The Certificate of Origin.<\/li><li>Phytosanitary Certificate from the country of shipment.<\/li><li>Import Authorization Decision signed by MINEF.<\/li><\/ul><p>The Bon \u00e0 Enlever (BAE) from the Customs will be issued only after examination of the file by the Customs and the obtaining of :<\/p><ul><li>The Certificate of Phytosanitary Control for Importation<\/li><li>The Authorization to Remove<\/li><\/ul><\/div>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\"><h5>PHYTOSANITARY IMPORT CONTROL CERTIFICATE<\/h5><p>The Phytosanitary Import Control Certificate is issued by the Phytosanitary Inspection Services at the Port (located at the Port\u2019s One-Stop Shop, Boulevard du Port, Abidjan), at the Airport and at the Land Borders. These services depend on the Direction de la Protection des V\u00e9g\u00e9taux, du Contr\u00f4le et de la Qualit\u00e9 of the Ministry in charge of Agriculture. AUTHORISATION REQUIEREDDOCUMENTS INSTITUTIONSINVOLVED AUTHORIZATION TO IMPORT Natural or legal persons wishing to import forest products into C\u00f4te d\u2019Ivoire must have a Forest Products Import Authorization issued by decision of the Minister of Water and Forests (MINEF). The Authorization Application file must be submitted to the Ministry of Water and Forests and is composed of the following documents [Cf. List of decisions]: A written request for a decision to import forest products addressed to the Minister of Water and Forests. A copy of the Certificate of Registration in the Trade and Personal Property Credit Register. A copy of the Tax Declaration of Existence (see General Import Procedures tab on the site). A copy of the valid Importer\/Exporter Code issued by the Ministry of Commerce, Industry and SME Promotion. A copy of the Memorandum of Understanding (Purchase Agreement) established between the supplier and the buyer. A copy of the valid Approval of Exporter of Wood Products for the import of logs and products of first transformation of wood (cut, veneer, peeled and sliced). In case of Temporary Admission, a copy of the Temporary Admission Certificate for re-exportation issued by the General Directorate of Customs is required. Cost of the Authorization application: Free of charge [See Example of Authorization decision for the import of forest products]. The deadline for issuing the decision is 15 days. The validity period of the decision is six (6) months to one (1) year from the date of its signature. 1 2 3 4 5 6 IMPORT DECLARATION FORM (FDI) The Import Declaration Form \u2013 See Example of IDF \u2013 is mandatory if the value of the goods is higher than Five hundred thousand (500.000) F CFA. The FDI is established online via the transactional site of the Single Window for Foreign Trade in Ivory Coast (GUCE). Access to the site requires prior registration as an importer, exporter or forwarder. The documents and information to be provided or downloaded are as follows: Importer Code (or Occasional Importer Code). Pro-forma or Final Invoice. Mode of Transport. Name of the bank (in C\u00f4te d\u2019Ivoire) of the importer (for the direct debit. and obtaining the Exchange Authorization). The HS Codes of the products to be imported. A copy of the Import Authorization signed by MINEF. \u00a0 CARGO TRACKING FORM (CTF) Importation by sea For all imports by sea, the exporter, the foreign forwarder and the importer must register the Cargo Tracking Form (CTS) via the website of the Ivorian Shippers\u2019 Office (OIC). At embarkation The required documents are the following: The Final Invoice. Bill of Lading (B\/L). Packing List. Customs Export Declaration of the country of shipment. Certificate of local insurance in C\u00f4te d\u2019Ivoire. The Import Declaration Form (IDF) or its number. In addition, for imports from countries outside the European Union, are required: The Freight Invoice. The Certificate of Origin. \u00a0 CERTIFICATE OF VALUE As soon as the goods are shipped and all the transport documents for the goods are available (Final Commercial Invoice, Ocean Bill of Lading or Air Waybill, Packing List, Freight Invoice, copy of the IDF and all other available certificates), the freight forwarder must initiate an application for a Certificate of Value. All goods whose FOB value is greater than or equal to One (1) million F CFA must obtain a Final Classification and Value Report (FCVR) from the Directorate of Risk Analysis, Intelligence and Value (DARRV) of the Customs via the electronic platform of the GUCE \u2013 Cf.Circular n\u00b02007 of March 21, 2019. The authorized forwarder downloads and fills in the Notice of Deposit (AD).\u00a0 He attaches the documents accompanying the goods (Cf. List above) to the Notice of Deposit and uploads the whole file online on the GUCE platform. The Customs DARRV checks the shipping documents and delivers within 5 working days following the submission of the documents the Final Classification and Value Report by email to the receiver or the forwarder. The freight forwarder fills out Form D41 (Sampling Permit: this is an authorization given by the importer or freight forwarder to Customs to take a sample of the goods for the purpose of qualitative verification or to visually assess the apparent condition of the goods) and physically submits it with the shipping documents (see list above) to the Risk Analysis, Intelligence and Valuation Department (DARRV) of Customs for verification After examining the file, the DARRV issues the Certificate of Verification (AV). Goods with an FOB value of less than one (1) million CFA francs and certain other products are exempt from the FCVR procedure \u2013 (See the list of goods not subject to FCVR on the website www.douane.ci) \u2013 (See the General Import Procedures tab on the website). \u00a0 CUSTOMS DECLARATION On arrival The Customs declaration is made by a forwarder mandated by the importer and approved by the Customs. The forwarder submits the declaration in the Customs computer system \u2013 SYDAM (Sydonia World).
