Issuing procedure<\/h5><p>In accordance with <a href=\"https:\/\/www.gucecotedivoire.ci\/pwic\/wp-content\/uploads\/D93.312-conditions-dexercice-des-professions-de-commerce-des-animaux-et-denrees-animales-destines-a-la-consommation-humaine.pdf\">Decree n\u00b093-312 of 11 March 1993<\/a> laying down the conditions for the exercise of professions relating to trade in animals and animal products (DAOA), and Order n\u00b035 \/MINAGRA\/MIC\/INT of 08 April 1993, [A93. 35], the issuance of the Authorisation to practice professions related to the trade of animals, of DAOA intended for human consumption is carried out after submission and examination of a file to the attention of the Direction des Services V\u00e9t\u00e9rinaires (DSV) of the Ministry of Animal and Fishery Resources.<\/p><p>This authorisation is issued by an interministerial commission chaired by the Ministry in charge of trade.<\/p><p>The list of authorised companies is published annually by Inter-ministerial Order.<\/p><h5><span id=\"Documents_to_be_provided\" class=\"ez-toc-section\"><\/span>2. Documents to be provided<\/h5><p>For a first application<\/p><p>The list of documents is as follows:<\/p><ul><li>Handwritten application (addressed to the President of the Approval Commission \u2013 <em><a href=\"https:\/\/www.gucecotedivoire.ci\/pwic\/wp-content\/uploads\/D93.312-conditions-dexercice-des-professions-de-commerce-des-animaux-et-denrees-animales-destines-a-la-consommation-humaine.pdf\">Decree n\u00b093-312 of 11 March 1993<\/a> <\/em>\u2013 Abidjan District) (Applicant).<\/li><li>Valid identity certificate of the manager (National Identity Card or Residence Card).<\/li><li>Extract of the manager\u2019s criminal record dated less than three (3) months (Court of the place of residence, Ministry of Foreign Affairs for foreign nationals).<\/li><li>Extract from the Trade Register bearing a mention relating to the profession applied for.<\/li><li>2 photos of the manager.<\/li><li>Certificate of location of the place of business (Town Hall of the commune concerned).<\/li><li>Certificate of Visit and Counter Visit with chest X-ray of the manager and employees who handle foodstuffs (Public Hospitals).<\/li><li>List of employees (Applicant).<\/li><li>Declaration of Fiscal Existence (DFE) \u2013 Taxes.<\/li><li>Certificate of Veterinary Inspection (Service d\u2019Inspection V\u00e9t\u00e9rinaire \u00e0 la Direction des Services V\u00e9t\u00e9rinaires, DSV).<\/li><li>Receipt of payment of the fees paid to MIRAH for the application files at the Direction des Services V\u00e9t\u00e9rinaires (DSV).<\/li><\/ul><p>The deadline for issuing the authorisation is : 2 Commissions per year are organised<\/p><p>The period of validity of the authorisation is 1 year<\/p><p>For a renewal of the authorization<\/p><p>The list of documents is as follows:<\/p><ul><li>Handwritten application (for the attention of the President of the Approval Commission, Decree 93-312 of 11 March 1993 \u2013 Abidjan District) (Applicant)<\/li><li>Certificate of Identity (National Identity Card or Residence Card) in the course of validity<\/li><li>Certificate of Location of the place of practice (Town Hall of the commune concerned)<\/li><li>Certificate of Visit and Counter Visit with chest X-ray of the manager and employees who handle foodstuffs (Public Hospitals)<\/li><li>Certified copy of the Patent for the previous year (Tax Centre of the municipality)<\/li><li>Copy of the Professional Card (Applicant)<\/li><li>2 passport photos of the manager (Applicant)<\/li><li>List of employees (Applicant)<\/li><li>Certificate of Non-bankruptcy (Commercial Court of the place of residence)<\/li><li>Certificate of Tax Regularity \u2013 Taxes (tax office of your municipality)<\/li><li>Certificate of Veterinary Inspection of the premises (Veterinary Inspection Service, at the Direction des Services V\u00e9t\u00e9rinaires, DSV)<\/li><li>Receipt of payment of the application fee (at the Direction des Services V\u00e9t\u00e9rinaires, DSV).<\/li><\/ul><p>The amount of the fees is : <strong>100.000 FCFA\/file.<\/strong><\/p><p>The deadline for issuing the authorisation is: 2 commissions per year are organised.<\/p><p>The period of validity of the authorisation is <strong>1 class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<h5>Import Declaration Form (IDF)<\/h5><p>The Import Declaration Form (IDF) is compulsory if the value of the goods exceeds five hundred thousand (500,000) CFA francs.<\/p><p>The FDI is established online via the transactional site of the <a href=\"https:\/\/guce.gouv.ci\/?namespaceController=home&amp;lang=en\">Single Window for Foreign Trade in Ivory Coast (GUCE)<\/a>.<\/p><p><a href=\"https:\/\/guce.gouv.ci\/register\/procedure\">Access to the site<\/a> requires prior registration as an importer, exporter or forwarder. The documents and information to be provided are as follows:<\/p><ul><li>Importer Code (or Occasional Importer Code).<\/li><li>Invoice (Pro-forma or Final).<\/li><li>Mode of transport.<\/li><li>Name of the importer\u2019s bank (in C\u00f4te d\u2019Ivoire) (for direct debit and exchange authorisation).<\/li><li>HS codes of the products to be imported.<\/li><\/ul><p>For the import of products listed below, the FDI application will only be validated after receipt of the Preliminary Import Authorisation (API) \u2013 see API procedure below and in the General Import Procedures tab of the website \u2013 in the online file, validated, endorsed and signed by the Ministry of Animal Resources and Fisheries.<\/p>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\"><h5>Preliminary Import Authorisation (API)<\/h5><p>Pending a fully dematerialised procedure, this procedure is currently done online, and is then continued manually.<\/p><p>The Preliminary Import Authorisation (API) is necessary to obtain the Import Form (FDI) \u2013 (see General Import Procedures tab on the website). The API is valid for six (6) months and is linked to the operation for which the request was made.<\/p><p><strong>Online procedure<\/strong><\/p><p>The procedure concerning applications for Preliminary Import Authorisation is introduced online on the electronic platform of the <a href=\"https:\/\/guce.gouv.ci\/?namespaceController=home&amp;lang=en\">Single Window for Foreign Trade (GUCE)<\/a>, by economic operators or their forwarding agents.<\/p><p>The API will also be issued online at the end of the procedure. However, it will be necessary to present the physical file to the relevant Ministry in order to pay the fees for the issuance of the API:<\/p><ul><li>Start the Import Declaration Form (IDF) procedure on the GUCE website \u2013 see IDF procedure above<\/li><li>The system automatically generates an application for a Preliminary Import Authorisation (API) on the GUCE platform, which is intended for the Ministry of Animal Resources and Fisheries, which will validate it online, after physical examination of the file and payment of the API fee to the Ministry.<\/li><li>The documents to be downloaded are<\/li><li>The invoice (Pro-forma or Definitive).<\/li><\/ul><p>The agents of the Sub-Directorate of Food Hygiene and Safety (SDHSSA) will validate the API online after payment and physical reception of the file.<\/p><p><strong>Manual procedure<\/strong><strong>\u00a0<\/strong><\/p><p>The importer then goes to the Sub-Directorate of Food Hygiene and Safety (SDHSSA) of the Veterinary Services Department (DSV) of the Ministry of Animal Resources and Fisheries to submit the file (FDI number, copy of the invoice (pro-forma or final) and the business card) and pay the API.<\/p><p>The transaction cost of the API is : 5,000 FCFA \/ 25 t or per container<\/p><p>The agents of the Sub-Directorate of Food Hygiene and Sanitary Safety (SDHSSA) of the Veterinary Services Directorate examine the file and validate the API online (Validation between 2 and 72 hours after the physical submission of the file to the Ministry).<\/p><\/div>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\"><h5>Cargo Tracking Form (CTF) procedure<\/h5><p>For all imports by sea, the exporter, the foreign forwarder and the importer must register the Bordereau de Suivi de Cargaison (BSC) via the website of the <a href=\"https:\/\/bscoic.sgs.com\/\">Office Ivoirien des Chargeurs (OIC)<\/a><\/p><p><strong>At embarkation<\/strong><\/p><p>Registration of the BSC (see General Import Procedures). The documents required are the following:<\/p><ul><li>The Final Invoice.<\/li><li>Bill of Lading (B\/L).<\/li><li>Packing List.<\/li><li>Export Declaration to the customs of the country of shipment of the goods.<\/li><li>Certificate of local insurance in Ivory Coast.<\/li><li>The Import Declaration Form (FDI) or its number.<\/li><li>In addition, for imports from countries outside the European Union, the following are required<\/li><li>The Freight Invoice.<\/li><li>The Certificate of Origin.<\/li><\/ul><\/div>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\"><h5>Certificate of Value<\/h5><p>As soon as the goods are shipped and all the transport documents for the goods are available (Final Commercial Invoice, Ocean Bill of Lading or Air Waybill, Packing List, Freight Invoice, copy of the FDI and all other available certificates), the freight forwarder must initiate a request for a Certificate of Value.<\/p><p>All goods with an FOB value greater than or equal to one (1) million CFA francs must obtain a Final Classification and Value Report (FCVR) from the Directorate of Risk Analysis, Intelligence and Value (DARRV) of the Customs, via the electronic platform of the GUCE \u2013 Cf. <a href=\"https:\/\/www.gucecotedivoire.ci\/pwic\/wp-content\/uploads\/transfert-de-competences-webb-fontaine-douanes-ivoiriennes.png\">Customs Circular N\u00b02007 of 29 March 2019<\/a>.<\/p><p>The authorised forwarder downloads and fills in <strong><a href=\"https:\/\/www.gucecotedivoire.ci\/pwic\/wp-content\/uploads\/AvisdeDelivrancedelaDAIetdesdocumentsdefinitifs-3-1.pdf\">the Notice of Deposit (ND).<\/a><\/strong><\/p><p>He attaches the documents accompanying the goods (see list above) to the deposit notice and uploads the whole file online on the GUCE platform.<\/p><p>The Customs Directorate of Risk Analysis, Intelligence and Value (DARRV) checks the shipping documents and delivers the Final Classification and Value Report by e-mail to the consignee or freight forwarder within 5 working days of the submission of the documents.<\/p><p>The freight forwarder completes Form D41 (Sampling Permit: this is an authorisation given by the importer or freight forwarder to Customs to take a sample of the goods for the purposes of quality control or to visually assess the apparent condition of the goods) and physically deposits it with the transport documents (see list above) at the Customs Risk Analysis, Intelligence and Value Division (DARRV) for verification.<\/p><p>After examining the file, the DARRV issues the Attestation of Verification (AV).<\/p><p>Goods with an FOB value of less than one (1) million CFA francs and certain other products \u2013 see the list of goods not subject to RFCV on the website <em><a href=\"http:\/\/www.douanes.ci\">www.douanes.ci<\/a><\/em> \u2013 are exempt from the RFCV procedure \u2013 see the General Import Procedure tab.<\/p><\/div>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t<\/div>\r\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div id=\"e-n-tab-content-327698383\" role=\"tabpanel\" aria-labelledby=\"e-n-tab-title-327698383\" data-tab-index=\"3\" style=\"--n-tabs-title-order: 3;\" class=\" elementor-element elementor-element-18f7858 e-con-full e-flex wpr-particle-no wpr-jarallax-no wpr-parallax-no wpr-sticky-section-no wpr-column-slider-no wpr-equal-height-no e-con e-child\" data-id=\"18f7858\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-2f2643a exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-text-editor\" data-id=\"2f2643a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h5>AUTHORISATIONS AND CERTIFICATES REQUIRED TO REMOVE THE GOODS<\/h5><p>The Customs declaration must first be filled in online on the GUCE platform (declaration system \u2013 SYDAM). Its cost is free of charge.<\/p><p>The documents to be presented for the issuance of a Health Certificate are the following:<\/p><ul><li>Customs declaration.<\/li><li>Invoice<\/li><li>Bill of Lading or Air Waybill or Consignment note.<\/li><li>Certificate of Health of the country of origin.<\/li><li>Additional certificates (non-radioactive).<\/li><li>Certificate of Origin (photocopy).<\/li><li>Preliminary Import Authorisation (PIA).<\/li><li>Results of analyses (if analyses have been requested).<\/li><li>Inspection Report (Inspection Report of the physical control of the goods).<\/li><\/ul><\/div>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\"><h5><span id=\"Veterinary_Inspection_Certificate\" class=\"ez-toc-section\"><\/span>Veterinary Inspection Certificate<\/h5><p>If the examination of the file and the physical inspection of the goods show that the goods meet the quality criteria of the Ivorian standards, the Chief Veterinary Officer of the Phytosanitary Service issues a Veterinary Inspection Certificate.<\/p><p>The Veterinary Inspection Certificate authorises the entry of the products into the country.<\/p><p>Cost: CFAF 5,000 per Attestation<\/p><p>The documents to be presented are the following:<\/p><ul><li>Customs declaration.<\/li><li>Bill of Lading or Air Waybill or Consignment note.<\/li><li>Certificate of Health of the country of origin.<\/li><li>C\u00f4te d\u2019Ivoire Health Certificate.<\/li><li>Additional certificates (non-dioxin, non-radioactivity).<\/li><li>Certificate of Origin (photocopy).<\/li><li>Preliminary Import Authorisation (API).<\/li><li>Results of Analyses (if analyses have been requested).<\/li><li>Inspection report (inspection report of the physical control of the goods).<\/li><\/ul><\/div>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\"><h5>Customs Declaration<strong>\u00a0<\/strong><\/h5><p><strong>On arrival<\/strong><\/p><p>The customs declaration is made by a forwarder appointed by the importer and approved by Customs \u2013 see <a href=\"http:\/\/www.douanes.ci\/\">List of forwarders approved by Customs.<\/a><\/p><p>The forwarder submits the declaration in the Customs\u2019 SYDAM \u2013 Sydonia World computer system. The documents to be submitted to the freight forwarder to make the Customs declaration are the following:<\/p><ul><li>Original Bill of Lading (B\/L) for sea shipments, or Air Waybill (AWB) for air shipments or Consignment note for road shipments.<\/li><li>Original supplier\u2019s invoice.<\/li><li>Certificate of Insurance.<\/li><li>Import Declaration Form (IDF) \u2013 via the GUCE website.)<\/li><li>Freight Invoice.<\/li><li>Final Value Classification Report (FVCR) if the FOB value is at least one (1) million CFA francs (or the Attestation of Value (AV) if the FOB value is less than one (1) million CFA francs, or if the goods are excluded from the FVCR \u2013 see List of goods not subject to the FVCR on the websites www.douanes.ci and <a
