for issuing the authorization<\/h5>\n<p>In accordance with <em><u>Decree n\u02da83-744 of 28 July 1983 <\/u><\/em>establishing the conditions for the exercise of professions relating to trade in animals and animal products (DAOA) and <em><u>Order n\u00b0A2009.19\/MIPHRA\/CAB of 09 April 2009<\/u><\/em>, any importer of products intended for animal feed must first send to the Minister of Animal Resources and Fisheries, before setting up a business, a <strong>Declaration<\/strong> in two (2) copies indicating his name or company name, and his address or head office.<\/p>\n<p>A <strong>Declaration Receipt<\/strong>, including a registration number, shall be sent to him by the Ministry.<\/p>\n<p>This receipt must be presented at any requisition, in accordance with <em>Decree n\u02da83-744 of 28 July 1983<\/em>.<\/p>\n<p>The issuance of the <strong>Authorisation to Practice the Professions Related to the Trade of Animal Feed<\/strong> is carried out, for companies based in Abidjan, after submission and examination of a file to the Directorate of Animal Nutrition and Pastoral Area Management (DNAGEP) \u2013 Sub-Directorate of Animal Nutrition and Agrostology (SDNAA) \u2013 of <strong>the Ministry of Animal and Fishery Resources. <\/strong><\/p>\n<p>For facilities located in other parts of the country, the<strong> application <\/strong>must be <strong>submitted to the relevant Prefecture.<\/strong><\/p>\n<p>The list of authorised companies is published annually by interministerial order.<\/p>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div application to the attention of the President of the Commission d\u2019Agr\u00e9ment \u2013 Cf. Decree n\u00b093-312 of 11 March 1993-District of Abidjan).<\/li>\n<li>Valid identity certificate (identity card or residence permit).<\/li>\n<li>Extract from the Criminal Record dated less than three (3) months.<\/li>\n<li>Extract from the Trade Register bearing a mention relating to the profession applied for.<\/li>\n<li>Certificate of location of the place of practice (by the Town Hall of the Commune concerned).<\/li>\n<li>Certificate of visit and counter visit with chest X-ray of the manager.<\/li>\n<li>4 passport photos of the manager.<\/li>\n<li>List of employees.<\/li>\n<li>Certificate of visit and counter visit and chest x-ray of the employees.<\/li>\n<li>Certified copy of diploma (optional).<\/li>\n<li>File of the manager of the company including all the above mentioned documents.<\/li>\n<li>Declaration of Tax Existence (see General Import Procedures tab of the website).<\/li>\n<li>Certificate of Veterinary Inspection of the Company\u2019s premises.<\/li>\n<li>Receipt of payment of the fees relating to the application file to the Ministry of Animal Resources and exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<h5>IMPORT DECLARATION FORM (FDI)<\/h5>\n<p>The Import Declaration Form (IDF) is compulsory if the value of the goods exceeds Five Hundred Thousand (500,000) CFA francs \u2013 See Example of IDF. The IDF is established online via the transactional site of the Guichet Unique du Commerce Ext\u00e9rieur (GUCE). Access to the GUCE requires prior registration as an importer, exporter or forwarder. The documents and information to be provided are as follows:<\/p>\n<ul>\n<li>Importer Code (or Occasional Importer Code).<\/li>\n<li>Pro forma or final invoice.<\/li>\n<li>Mode of transport.<\/li>\n<li>Name of the importer\u2019s bank (in C\u00f4te d\u2019Ivoire) (for direct debit and exchange authorisation).<\/li>\n<li>HS codes of the products to be imported.<\/li>\n<\/ul>\n<p>For the importation of the products listed below, the IDF application will only be validated after receipt of the Preliminary Import Authorisation (PAI) (see PAI procedure below), validated, endorsed and signed by the Ministry of Animal Resources and Fisheries.<\/p>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n<h5>PRIOR IMPORT AUTHORIZATION (API)<\/h5>\n<p>Pending a fully dematerialised procedure, this procedure is currently carried out, initially online, and then continued manually. The Preliminary Import Authorisation (PIA) is necessary to obtain the Import Declaration Form (IDF) \u2013 (see General Import Procedure tab). The PAI is valid for 6 months and is linked to the operation for which the request was made.<\/p>\n<p><strong>Online procedure<\/strong><strong>\u00a0<\/strong><\/p>\n<p>The procedure for requesting a Preliminary Import Authorisation (PIA) is submitted online on the electronic platform of the Guichet Unique pour le Commerce Ext\u00e9rieur (GUCE) by economic operators or their forwarding agents. The PIA will also be allocated online at the end of the procedure. data-widget_type=\"heading.default\">\n<h5>Health certificate<\/h5>\n<p>The <strong>Health Certificate<\/strong> is issued after physical examination of the goods by an inspector of the MIRAH Border Veterinary Inspection and Control Service.<\/p>\n<p>If a problem is found, the Service d\u2019Inspection et de Contr\u00f4le Sanitaires V\u00e9t\u00e9rinaires en Fronti\u00e8res requests <strong>analyses<\/strong>, which will be carried out <strong>at the importers\u2019 expense<\/strong>.<\/p>\n<p><strong>The Health Certificate<\/strong> <strong>authorises the release for sale or consumption of a product declared fit for human consumption or a product that complies with the quality standards required for import<\/strong>.<\/p>\n<p>It is<strong> coupled with the issuance of the Sanitary Pass.<\/strong><\/p>\n<p>The documents to be presented for the issuance of a health certificate are the following:<\/p>\n<ul>\n<li>Customs declaration<\/li>\n<li>Invoice<\/li>\n<li>Transport document: Bill of Lading or Air Waybill or Consignment note<\/li>\n<li>Certificate of Health of the country of origin<\/li>\n<li>Additional certificates (non ECB \u2013 non dioxin \u2013 non criteria of the Ivorian standards, the Chief Veterinary Officer of the \u201cService Phytosanitaire\u201d issues a <strong>Veterinary Inspection Certificate<\/strong>.<\/p>\n<p><strong>The Veterinary submits the declaration in the Customs computer system \u2013 SYDAM (Sydonia World). This receipt must be presented at any requisition, in accordance with Decree n\u02da83-744 of 28 July 1983. The issuance of the Authorisation to Practice the Professions Related to the Trade of Animal Feed is carried out, for companies based in Abidjan, after submission and examination of a file to the Directorate of Animal Nutrition and Pastoral Area Management (DNAGEP) \u2013 Sub-Directorate of Animal Nutrition and Agrostology (SDNAA) \u2013 of the Ministry of Animal and Fishery Resources.
