The FDI is established online via the transactional site of the <u>Guichet Unique du Commerce Ext\u00e9rieur (GUCE).<\/u><\/p><p><u>Access to the site<\/u> requires prior registration as an importer, exporter or forwarder.<\/p><p>The documents and information to be provided or downloaded are as follows:<\/p><ul><li>Importer Code (or Occasional Importer Code).<\/li><li>Pro-forma or Final Invoice.<\/li><li>Mode of Transport.<\/li><li>Name of the bank (in C\u00f4te d\u2019Ivoire) of the importer (for the direct debit. and obtaining the Exchange Authorization).<\/li><li>The HS Codes of the products to be imported.<\/li><\/ul><p>For the importation of the products listed below, <strong>the IDF application will be validated<\/strong> after receipt online of a validated <strong>Preliminary Import Authorisation (PIA),<\/strong> endorsed and signed online by the Ministry of Agriculture and Rural Development, after receipt of the physical file deposited by the freight forwarder or importer.<\/p>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\"><p>\u00a0<\/p><h5>Preliminary Import Authorisation (API)<\/h5><p><strong>The Preliminary Import Authorisation (PIA)<\/strong> <strong>is necessary<\/strong> to obtain <strong>the Import Declaration Form (IDF).<\/strong><\/p><p>In order to meet phytosanitary requirements, <strong>the importation of all plant products and products of plant origin<\/strong> is subject to a <strong>Preliminary Import Authorization (API)<\/strong> issued by the Direction de la Protection des V\u00e9g\u00e9taux, du Contr\u00f4le et de la Qualit\u00e9 of the Ministry of Agriculture and Rural Development \u2013 Cf. <u>Decree n\u00b0 93.313<\/u> of 11 March 1993; <u>Decree n\u00b076.281<\/u> of 20 April 1976; <u>Inter-ministerial Order n\u00b093.38<\/u> of 12 March 1993; <u>Regulation n\u00b0 007\/2007\/CM\/WAEMU<\/u> of 6 April 2007 on the Sanitary Safety of Plants, Animals and Food within the WAEMU &amp; <u>Decree n\u00b063-457<\/u> of 7 November 1963.<\/p><p><strong>Procedure for obtaining the API<\/strong><\/p><p>The procedure described below is provisional, pending a procedure that will become entirely dematerialised through the GUCE electronic portal. The application is made through the portal of the Foreign Trade Window (GUCE) by the importer or the authorised forwarder:<\/p><p>STEP 1 \u2013 Start the <strong>Import Declaration Form (IDF)<\/strong> procedure on the GUCE website (see IDF procedure above).<\/p><p>STEP 2 \u2013 The system automatically generates an application for a <strong>Preliminary Import Authorisation<\/strong>, which must be sent to the Direction de la Protection des V\u00e9g\u00e9taux, du Contr\u00f4le et de la Qualit\u00e9 of the Ministry of Agriculture and Rural Development.<\/p><p>\u2013 The Pro-Forma Invoice can be downloaded<\/p><p>STEP 3 \u2013 Go to the Direction de la Protection des V\u00e9g\u00e9taux of the Ministry of Agriculture and Rural Development with the following original documents:<\/p><ul><li>A request addressed to the Direction de la Protection des V\u00e9g\u00e9taux, du Contr\u00f4le et de la Qualit\u00e9 (with details of the use of the seed and the area in which the seed will be used).<\/li><li>A photocopy of the responsible person\u2019s identity card or residence permit (for individuals).<\/li><li>A Pro-forma Invoice.<\/li><li>A completed Import Declaration Form [Cf. Import\/Export Forms Seeds \/ Plants].<\/li><li>A Non-GMO certificate for the plant material to be imported.<\/li><li>A detailed Technical File of the plant material to be imported.<\/li><li>A Descriptive Sheet of the seed lot including the following details:<\/li><li>Address of the consignee or supplier.<\/li><li>Species and Varieties according to the national catalogue.<\/li><li>Category and generation.<\/li><li>Number of packages.<\/li><li>Unit weight of packages.<\/li><li>Label numbers (specifying the first and last digits).<\/li><li>Name of chemical seed treatment product.<\/li><\/ul><p>Cost: <strong>Free of charge<\/strong> \u2013 (centralized at the level of GUCE by <u>Decree n\u00b02016.296 of 11 May 2016<\/u> and by <u>Inter-ministerial Order 0005 MPMBE\/MICOM\/MSHP\/MINADER of 30 December 2016<\/u> on the regulation of Certificates and Authorizations in Foreign Trade).<\/p><p>The agents of the Ministry of Agriculture and Rural Development check the file and validate the API in the GUCE system.<\/p><p>The deadline for the validation of the API <strong>online<\/strong> by the Ministry of Agriculture is <strong>120 h (5 days) maximum<\/strong>.<\/p><\/div>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\"><p>\u00a0<\/p><h5>CARGO TRACKING FORM (CTF)<\/h5><p>The exporter, the foreign forwarder and the importer must be registered in the CTF via the website of the Office Ivoirien des Chargeurs (OIC).<\/p><p><strong>At embarkation<\/strong><\/p><p><strong>CTF<\/strong> registration \u2013 (see General Import Procedures tab on the website). The documents required are the following:<\/p><ul><li>Final Invoice (or Valued Inventory for personal effects);<\/li><li>Bill of Lading (B\/L);<\/li><li>Packing List;<\/li><li>Customs Export Declaration of the country of shipment of the goods;<\/li><li>Certificate of Local Insurance in C\u00f4te d\u2019Ivoire;<\/li><li>The Import Declaration Form (IDF) or its number;<\/li><li>In addition, for imports from countries outside the European Union, the following are required:<ul><li>The Freight Invoice.<\/li><li>The Certificate of Origin.<\/li><\/ul><\/li><\/ul><\/div>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\"><p>\u00a0<\/p><h5>CERTIFICATE OF VALUE<\/h5><p>As soon as the goods are shipped and all the transport documents for the goods are available (Final Commercial Invoice, Ocean Bill of Lading or Air Waybill, Packing List, Freight Invoice, copy of the IDF and all other available certificates), the freight forwarder must initiate an application for a Certificate of Value.<\/p><p>All goods whose FOB value is greater than or equal to One (1) million F CFA must obtain a Final Classification and Value Report (FCVR) from the Directorate of Risk Analysis, Intelligence and Value (DARRV) of the Customs via the electronic platform of the GUCE \u2013<u> Cf.Circular n\u00b02007 of March 21, 2019. <\/u><\/p><p>The authorized forwarder downloads and fills in the Notice of Deposit (AD).\u00a0 He attaches the documents accompanying the goods (Cf.
