General Site Export Procedures Tab).<br \/><strong>The Exporter Approval Application file<\/strong> to be submitted to the Department of Food Production and Food Security (DSEPA) and must include:<\/p><ul><li>A request addressed to the Minister in charge of Agriculture.<\/li><li>Complete an Approval Application Form (to be obtained from the DSEPA).<\/li><li>A photocopy of the National Identity Card or Residence Card of the Company Manager.<\/li><li>A colour passport photograph of the applicant<\/li><li>Sign a commitment to respect the annexed technical regulations as provided for by <a href=\"https:\/\/pwic.gouv.ci\/documents\/11439\/30935\/CEDEAO+C+Reg.+4+05+2008+contr%C3%B4le+semences+v%C3%A9g%C3%A9tales+et+plants.pdf\/4bc7c5a0-f513-4cad-a114-f793314f4493?version=1.0\"><em>Article 58 ECOWAS regulation C\/REG.4\/05\/2008<\/em><\/a>\u00a0harmonizing the rules governing the quality control, certification and marketing of plant seeds in the ECOWAS region.<\/li><li>Photocopy of the Trade Register.<\/li><li>Photocopy of the Tax Declaration of Existence [see General import procedure].<\/li><li>Have qualified technical staff with skills in storage, packaging and conservation).<\/li><li>Provide a list and technical data sheets for the varieties marketed (Catalogue)<\/li><li>Have appropriate facilities and equipment (suitable storage, scales, weighing scales, etc.).<\/li><li>Pay the Single Importer Approval Tax in the amount of 100,000 FCFA valid for three (3) years \u2013\u00a0<a href=\"https:\/\/pwic.gouv.ci\/documents\/11439\/30935\/A2014.252+MINAGRI+activit%C3%A9s+tarif%C3%A9es.pdf\/d57df3c7-303d-4a14-89f9-8a5f94249ff2?version=1.0\"><em>See. The information to be provided is as follows :<\/p><ul><li>Exporter Code (or Occasional Exporter Code).<\/li><li>Name and address of Declarant.<\/li><li>Invoice information (name of receiver, HS code of the goods, quantity, amount invoiced,\u2026).<\/li><li>Name of the bank (in C\u00f4te d\u2019Ivoire) involved in the transaction.<\/li><li>The Invoice.<\/li><\/ul>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\"><h5>Procedure for obtaining authorisation<\/h5><p>In accordance with the provisions referred to in Art. 76 (76.1 and 76.2) of the <a href=\"https:\/\/pwic.gouv.ci\/documents\/11439\/30935\/CEDEAO+C+Reg.+4+05+2008+contr%C3%B4le+semences+v%C3%A9g%C3%A9tales+et+plants.pdf\/4bc7c5a0-f513-4cad-a114-f793314f4493?version=1.0\">ECOWAS regulation C\/REG.4\/05\/2008<\/a>,\u00a0<strong>the import and export of conventional seeds <\/strong>are subject to<strong> prior declaration <\/strong>to the Department of Plant Protection, Control and Quality of the Ministry of Agriculture and Rural Development. The importer or exporter must provide the following information about the lot concerned:<\/p><ul><li>Name or Company name.<\/li><li>Name and address of consignee or supplier.<\/li><li>Species and variety according to COAFEV.<\/li><li>Category and generation.<\/li><li>Lot number.<\/li><li>Declared weight of the lot.<\/li><li>Number of packages.<\/li><li>Unit weight of packages.<\/li><li>Label numbers (specifying the first and last digits of the series).<\/li><li>Chemical treatments with the names of the active ingredients used.<\/li><\/ul><p>The Declaration is submitted <strong>online<\/strong> on the GUCE and validated online by the Ministry after the exporter has submitted the <strong>paper file<\/strong> to the Ministry. The time required to obtain <strong>the Preliminary Export Authorisation<\/strong> is <strong>24 to 48 hours<\/strong>.<br \/>The <strong>Preliminary Export Authorisation<\/strong> is subject to <strong>the payment of a fee of 5,000 FCFA <\/strong>(in cash)\u00a0 \u2013\u00a0<em>See.\u00a0<\/em><a href=\"https:\/\/pwic.gouv.ci\/documents\/11439\/30935\/A2014.252+MINAGRI+activit%C3%A9s+tarif%C3%A9es.pdf\/d57df3c7-303d-4a14-89f9-8a5f94249ff2?version=1.0\"><em>Item N\u00b075 of Order N\u00b02014.252 of 19 June 2014<\/em><\/a><em>.<\/em><\/p><\/div>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\"><h5>Customs declaration<\/h5><p>List of documents to be sent to the forwarder to complete the Customs Export Declaration:<\/p><ul><li>Exporter Code.<\/li><li>The original invoice.<\/li><li>If the value is greater than ten (10) million FCFA: Export Certificate and Exchange Commitment, via the GUCE.<\/li><li>The Certificate of Origin (<a href=\"https:\/\/pwic.gouv.ci\/documents\/11439\/44572\/CCI-CI3-Certificat+d%27origine+EUR1.pdf\/1e7de977-9be4-4503-b020-1e2904e9661f?version=1.0\"><em>EUR1<\/em><\/a><em>\u00a0<\/em>or <em><u>WAEMU\/RCOWAS<\/u><\/em>\u00a0oR\u00a0<a href=\"https:\/\/pwic.gouv.ci\/documents\/11439\/44572\/CCI-CI2-Certificat+d%27origine+formule+A+copy.pdf\/c731d215-20de-40c6-8d87-0984d203ce1e?version=1.0\"><em>Formule A<\/em><\/a>\u00a0\u2013\u00a0[See.\u00a0Certificate of Origin Procedure].<\/li><li>The Exporter\u2019s Approval.<\/li><li>A copy of the Application for Phytosanitary Control.<\/li><\/ul><\/div>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\"><h5>Phytosanitary certificate<\/h5><p>The <strong>Phytosanitary Certificate<\/strong> is issued after <strong>shipment<\/strong> for sea transport and <strong>immediately <\/strong>for air transport. It is necessary to validate the <strong>Customs Export Declaration<\/strong>.<\/p><p>Procedure<\/p><p><strong>At least 24 hours before loading or potting, <\/strong>the forwarder must file a<strong> Request for Control (ROC) of the products <\/strong>at one of the 39 stations of the Plant Protection, Control and Quality Directorate (DPVCQ). The Control Request includes :<\/p><ul><li>An Application for Plant Health Control in three (3) copies \u2013 [Cf. application form for Plant Health Control].<\/li><li>A copy of the Export Approval.<\/li><li>A copy of the Import Authorisation of the receiving country.<\/li><li>Payment of the Phytosanitary Inspection, i.e. <strong>1 F CFA \/ Kg \u2013<\/strong>\u00a0<em>Cf.\u00a0<\/em><a href=\"https:\/\/pwic.gouv.ci\/documents\/11439\/54413\/A2016.005+interminist%C3%A9riel+application+D2016.296.pdf\/8fc1797e-5e3d-477f-8af3-077477b491ab?version=1.0\"><em>Inter-ministerial Order N\u00b0 005 of 30 December 20166.<\/em><\/a><\/li><\/ul><p>The QFCPD carries out sampling, checks and analyses the products and issues an <strong>Inspection Report<\/strong>. If the inspection is satisfactory, the QFCPD then issues <strong>a Docking Authorization (ATQ)<\/strong>.<\/p><p>Issue of the Phytosanitary Certificate<\/p><p>For goods travelling by air or road, the <strong>Phytosanitary Certificate<\/strong> is issued <strong>immediately<\/strong> after the <strong>Phytosanitary Inspection<\/strong>. For goods travelling by sea, the freight forwarder must submit an <strong>Application for a Phytosanitary Certificate<\/strong> comprising\u00a0:<\/p><ul><li>Une Demande de Certificat Phytosanitaire.<\/li><li>Une copie du Connaissement Maritime.<\/li><li>Docking Authorization.<\/li><li>The Potting or Boarding Report.<\/li><\/ul><p><strong>The Phytosanitary Certificate <\/strong>is<strong> issued free of charge <\/strong>within 48 hours of<strong> submission of the application.<\/strong><\/p><\/div>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t<\/div>\r\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>Plant Seeds are subject to the control of the Ministry of Agriculture and Rural Development Rural. General Site Export Procedures Tab).The Exporter Approval Application file to be submitted to the Department of Food Production and Food Security (DSEPA) and must include: A request addressed to the Minister in charge of Agriculture. Complete an Approval Application Form (to be obtained from the DSEPA). A photocopy of the National Identity Card or Residence Card of the Company Manager. A colour passport photograph of the applicant Sign a commitment to respect the annexed technical regulations as provided for by Article 58 ECOWAS regulation C\/REG.4\/05\/2008\u00a0harmonizing the rules governing the quality control, certification and marketing of plant seeds in the ECOWAS region. Photocopy of the Trade Register. Photocopy of the Tax Declaration of Existence [see General import procedure]. Have qualified technical staff with skills in storage, packaging and conservation). Provide a list and technical data sheets for the varieties marketed (Catalogue) Have appropriate facilities and equipment (suitable storage, scales, weighing scales, etc.). After receiving the Approval application files, the Seeds, Fertilisers and Related Products Directorate (DSEPA) proceeds to visit the sites and premises of the applicants. Approval is sanctioned by the issuance of a Professional Card. 1 2 3 4 Export Certificate and Exchange Commitment If the value of the goods to be exported is equal to or greater than 10 million FCFA, an Export Certificate and a Foreign Exchange Commitment are required to have the Export Declaration validated by Customs. \u2013\u00a0See.\u00a0WAEMU regulation 09\/2010\/CM.The Export Certificate \u2013\u00a0See.\u00a0Example AE\u00a0\u2013\u00a0and the Exchange Commitment \u2013\u00a0See.\u00a0Example EC\u00a0\u2013\u00a0are established\u00a0online\u00a0via the transactional site of GForeign Single Trade Window (GUCE). Access to the site\u00a0requires prior registration as an importer, exporter or forwarder. The information to be provided is as follows : Exporter Code (or Occasional Exporter Code). Name and address of Declarant. Invoice information (name of receiver, HS code of the goods, quantity, amount invoiced,\u2026). Name of the bank (in C\u00f4te d\u2019Ivoire) involved in the transaction. The Invoice. Procedure for obtaining authorisation In accordance with the provisions referred to in Art. 76 (76.1 and 76.2) of the ECOWAS regulation C\/REG.4\/05\/2008,\u00a0the import and export of conventional seeds are subject to prior declaration to the Department of Plant Protection, Control and Quality of the Ministry of Agriculture and Rural Development. The importer or exporter must provide the following information about the lot concerned: Name or Company name. Name and address of consignee or supplier. Species and variety according to COAFEV. Category and generation. Lot number. Declared weight of the lot. Number of packages. Unit weight of packages. Label numbers (specifying the first and last digits of the series). Chemical treatments with the names of the active ingredients used. The Declaration is submitted online on the GUCE and validated online by the Ministry after the exporter has submitted the paper file to the Ministry. The time required to obtain the Preliminary Export Authorisation is 24 to 48 hours.The Preliminary Export Authorisation is subject to the payment of a fee of 5,000 FCFA (in cash)\u00a0 \u2013\u00a0See.\u00a0Item N\u00b075 of Order N\u00b02014.252 of 19 June 2014. Customs declaration List of documents to be sent to the forwarder to complete the Customs Export Declaration: Exporter Code. The original invoice. If the value is greater than ten (10) million FCFA: Export Certificate and Exchange Commitment, via the GUCE. The Certificate of Origin (EUR1\u00a0or WAEMU\/RCOWAS\u00a0oR\u00a0Formule A\u00a0\u2013\u00a0[See.\u00a0Certificate of Origin Procedure]. The Exporter\u2019s Approval. A copy of the Application for Phytosanitary Control. Phytosanitary certificate The Phytosanitary Certificate is issued after shipment for sea transport and immediately for air transport. It is necessary to validate the Customs Export Declaration. Procedure At least 24 hours before loading or potting, the forwarder must file a Request for Control (ROC) of the products at one of the 39 stations of the Plant Protection, Control and Quality Directorate (DPVCQ). The Control Request includes : An Application for Plant Health Control in three (3) copies \u2013 [Cf. application form for Plant Health Control]. A copy of the Export Approval. A copy of the Import Authorisation of the receiving country. Payment of the Phytosanitary Inspection, i.e. 1 F CFA \/ Kg \u2013\u00a0Cf.\u00a0Inter-ministerial Order N\u00b0 005 of 30 December 20166. The QFCPD carries out sampling, checks and analyses the products and issues an Inspection Report. If the inspection is satisfactory, the QFCPD then issues a Docking Authorization (ATQ). Issue of the Phytosanitary Certificate For goods travelling by air or road, the Phytosanitary Certificate is issued immediately after the Phytosanitary Inspection. For goods travelling by sea, the freight forwarder must submit an Application for a Phytosanitary Certificate comprising\u00a0: Une Demande de Certificat Phytosanitaire. Une copie du Connaissement Maritime. Docking Authorization. The Potting or Boarding Report. The Phytosanitary Certificate is issued free of charge within 48 hours of submission of the application.
