Liste des produits secondaires exploit\u00e9s de la for\u00eat]\u00a0\u2013 sont \u00e9galement soumis au contr\u00f4le du Minist\u00e8re des Eaux et For\u00eats.<\/p><p>Il est par ailleurs rappel\u00e9 que l\u2019importation ou l\u2019exportation de quelque marchandise que ce soit n\u00e9cessite l\u2019<strong>obtention pr\u00e9alable <\/strong>d\u2019un <strong>Code Importateur\/Exportateur (professionnel ou occasionnel) \u2013\u00a0<\/strong><a href=\"http:\/\/uatpwic.guce.gouv.ci\/documents\/11439\/21849\/CONDITIONS+D%27IMPORTATION+ET+D%27EXPORTATION.pdf\/813f8557-8b12-44bc-9596-bf19ddec889a?version=1.0\"><em>Cf. Law n\u00b02014-427 of July 14, 2014<\/u><\/em>.<\/p><p><strong>Any natural or legal person<\/strong> is entitled <strong>to export <\/strong><em><u>non-timber forest products<\/u><\/em> [Cf. List]. However, this person must <strong>obtain an Export Certificate for Non-Timber Forest Products<\/strong> from the <strong>Directorate of Production and Forest Industry (DPIF) of the Ministry of Water and Forests.<\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div id=\"e-n-tab-content-130737592\" role=\"tabpanel\" aria-labelledby=\"e-n-tab-title-130737592\" data-tab-index=\"2\" style=\"--n-tabs-title-order: 2;\" class=\" elementor-element elementor-element-6e1463e e-con-full e-flex wpr-particle-no PROCEDURE<\/h5><p>Procedure for the Issuance of the Authorization to Exercise the Profession of Wood or Timber Products Exporter<\/p><p><strong>Applications for approval<\/strong> are <strong>to be submitted<\/strong> to the <strong>Directorate of Production and Forest Industry (DPIF)<\/strong> of the Ministry of Water and Forests.<\/p><p>The <strong>Commission<\/strong> meets <strong>once (1) to twice (2) a year<\/strong> (between December and March).<\/p><p>The deadline for issuing the permit is <strong>15 days.<\/strong><\/p><p>The period of validity of the Approval is <strong>one (1) calendar year<\/strong>.<\/p><p>The <strong>list of companies<\/strong> that have obtained the authorization is <strong>published annually<\/strong>.<\/p><p>Documents to be provided for the acquisition of the Authorization<\/p><p>The file must consist of the following documents:<\/p><ul><li>An application on plain paper (name \/ company name \/ address \/ activities carried out, manager\u2019s ID) addressed to the President of the Interministerial Commission for the Approval of Exporters of Wood Products (CIAEPL).<\/li><li>A certified identification card as filed with the General Directorate of Taxes.<\/li><li>A Bank Guarantee of ten (10) million FCFA (Banks and approved Insurances).<\/li><li>A Certificate of Payment of the amount of the DUS paid during the previous fiscal year.<\/li><li>A Certificate of Tax Regularity, issued by the Direction des Grandes Entreprises or the Regional Directorates of the Direction G\u00e9n\u00e9rale des Imp\u00f4ts, relating to the payment of taxes on profits and salaries for the past fiscal year.<\/li><li>A legalized commitment to respect the forestry regulations in force.<\/li><li>A certificate issued by the customs declarants or authorized forwarding agents signifying their agreement to work with the applicant for the current year.<\/li><li>A Certificate of Non-Royalty issued by the Directorate of Financial Affairs and Heritage (DAFP) of the Ministry of Water and Forests stating that the applicant is in good standing with the R\u00e9gie de Recette et d\u2019Avances Sp\u00e9ciales des Eaux et for\u00eats.<\/li><li>A valid Importer\/Exporter Code issued by the Ministry of Commerce.<\/li><li>A certificate issued by the Direction de la Production et de l\u2019Industrie Foresti\u00e8re (DPIF) stating that the applicant is in good standing with the forestry administration, whose application must be accompanied by the certificate of available quota issued by the sub-directors of inspection of the ports of embarkation of the products and by the Service \u00c9conomie Foresti\u00e8re (Forest Economy Department) for the transfer of export quotas intended for the land route.<\/li><li>A colored flap folder.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div id=\"e-n-tab-content-130737593\" role=\"tabpanel\" aria-labelledby=\"e-n-tab-title-130737593\" Certificate and Exchange Commitment<\/h5><p>The <strong>Export Certificate<\/strong> and the <strong>Exchange Commitment<\/strong> are documents <strong>required<\/strong> to validate the <strong>Customs Export Declaration<\/strong>.<\/p><p>The <strong>Export Certificate<\/strong> \u2013 <em><u>see Example AE<\/u><\/em> \u2013 and the <strong>Exchange Commitment<\/strong> \u2013 <em><u>see Example EC<\/u><\/em> \u2013 are established <strong>online<\/strong> via the <em><u>Guichet Unique du Commerce Ext\u00e9rieur (GUCE)<\/u><\/em> transactional website. To <strong>access the site<\/strong>, you must <strong>first be registered as an importer, exporter or forwarder<\/strong>. The information to be provided is as follows:<\/p><ul><li>Professional Exporter Code (or Occasional Exporter Code).<\/li><li>Name and address of the Declarant.<\/li><li>Invoice information (name of receiver, HS code of the goods, quantity, amount invoiced, etc.).<\/li><li>Name of the bank (in Ivory Coast) involved in the transaction.<\/li><li>The invoice.<\/li><\/ul><p><strong>TO NOTE<\/strong><\/p><p><strong>Beyond a value exceeding ten (10) million CFA francs<\/strong>, exports to countries outside the WAEMU are subject to <strong>direct debit <\/strong>with an approved intermediary \u2013 <em><u>Cf. Art. 13, WAEMU Regulation 09\/2010\/CM<\/u><\/em>. The exporter is then required to establish an <strong>Exchange Commitment<\/strong> and an <strong>Export Certificate<\/strong>. These documents are <strong>necessary to validate the Customs Export Declaration<\/strong>.<\/p>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\"><h5>Waybills<\/h5><p>Waybills for timber products<\/p><p>The transport of Timber Forest Products by land must be accompanied by a <strong>Bordereau de Route pour l\u2019Exportation de Produits Forestiers (BREPF) <\/strong><\/p><ul><li>Order No. 2011-623] &amp; [Cf. Order No. 2011-478] which identifies the nature of the product, the origin of the product, the exporter, the exporter code, the forwarder, the carrier and the destination of the product.<\/li><\/ul><p><strong>The cost <\/strong>of a <strong>Bordereau de Route pour l\u2019Exportation de Produits Forestiers (BREPF) <\/strong>is <strong>20,000 FCFA<\/strong> \u2013 06 sheets \u2013 and is available at the <em><u>Direction des Affaires Financi\u00e8res et du Patrimoine of MINEF<\/u><\/em>. Specification Form] -, carries out a <strong>Physical Control<\/strong> of the goods on the specifications (wood species, length, width, cubage\u2026) and the quantities.<\/p><p>This act is <strong>free of charge<\/strong>, however, in case of request for work outside the legal hours, the sum of <strong>250 FCFA\/m3<\/strong> will be charged for the Additional Work (AW).<\/p><\/div>\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content exad-tab-image-has-no  exad-tab-image-right\">\r\n\t\t\t\t\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-element\">\r\n\t\t\t\t\t\t\t<div class=\"exad-advance-tab-content-description\">\r\n\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d17c79c exad-sticky-section-no exad-glass-effect-no elementor-widget elementor-widget-heading\" data-id=\"d17c79c\" data-element_type=\"widget\" data-widget_type=\"heading.default\"><h5>Phytosanitary certificate<\/h5><p>An <strong>application for a Phytosanitary Certificate<\/strong> [Cf. AUTHORISATION PROCEDURE DOCUMENTS LISTE DESPRODUITS EXPORT APPROVAL The Approval of Exporter of Timber Products is issued by an Interministerial Commission of Approval of Exporters of Timber Products (CIAEPL) at the beginning of each year and gives the right to export Timber Products out of C\u00f4te d\u2019Ivoire according to the forestry regulations in force \u2013 Cf. Law n\u00b02014-427 of July 14, 2014. Any natural or legal person is entitled to export non-timber forest products [Cf. List]. However, this person must obtain an Export Certificate for Non-Timber Forest Products from the Directorate of Production and Forest Industry (DPIF) of the Ministry of Water and Forests. ISSUANCE PROCEDURE Procedure for the Issuance of the Authorization to Exercise the Profession of Wood or Timber Products Exporter Applications for approval are to be submitted to the Directorate of Production and Forest Industry (DPIF) of the Ministry of Water and Forests. The Commission meets once (1) to twice (2) a year (between December and March). The deadline for issuing the permit is 15 days. The period of validity of the Approval is one (1) calendar year. The list of companies that have obtained the authorization is published annually. Documents to be provided for the acquisition of the Authorization The file must consist of the following documents: An application on plain paper (name \/ company name \/ address \/ activities carried out, manager\u2019s ID) addressed to the President of the Interministerial Commission for the Approval of Exporters of Wood Products (CIAEPL). A certified identification card as filed with the General Directorate of Taxes. A Bank Guarantee of ten (10) million FCFA (Banks and approved Insurances). A Certificate of Payment of the amount of the DUS paid during the previous fiscal year. A Certificate of Tax Regularity, issued by the Direction des Grandes Entreprises or the Regional Directorates of the Direction G\u00e9n\u00e9rale des Imp\u00f4ts, relating to the payment of taxes on profits and salaries for the past fiscal year. A legalized commitment to respect the forestry regulations in force. A certificate issued by the customs declarants or authorized forwarding agents signifying their agreement to work with the applicant for the current year. A Certificate of Non-Royalty issued by the Directorate of Financial Affairs and Heritage (DAFP) of the Ministry of Water and Forests stating that the applicant is in good standing with the R\u00e9gie de Recette et d\u2019Avances Sp\u00e9ciales des Eaux et for\u00eats. A valid Importer\/Exporter Code issued by the Ministry of Commerce. A certificate issued by the Direction de la Production et de l\u2019Industrie Foresti\u00e8re (DPIF) stating that the applicant is in good standing with the forestry administration, whose application must be accompanied by the certificate of available quota issued by the sub-directors of inspection of the ports of embarkation of the products and by the Service \u00c9conomie Foresti\u00e8re (Forest Economy Department) for the transfer of export quotas intended for the land route. The Export Certificate \u2013 see Example AE \u2013 and the Exchange Commitment \u2013 see Example EC \u2013 are established online via the Guichet Unique du Commerce Ext\u00e9rieur (GUCE) transactional website. To access the site, you must first be registered as an importer, exporter or forwarder. The information to be provided is as follows: Professional Exporter Code (or Occasional Exporter Code). Name and address of the Declarant. Invoice information (name of receiver, HS code of the goods, quantity, amount invoiced, etc.). Name of the bank (in Ivory Coast) involved in the transaction. The invoice. TO NOTE Beyond a value exceeding ten (10) million CFA francs, exports to countries outside the WAEMU are subject to direct debit with an approved intermediary \u2013 Cf. Art. 13, WAEMU Regulation 09\/2010\/CM. The exporter is then required to establish an Exchange Commitment and an Export Certificate. These documents are necessary to validate the Customs Export Declaration. Waybills Waybills for timber products The transport of Timber Forest Products by land must be accompanied by a Bordereau de Route pour l\u2019Exportation de Produits Forestiers (BREPF) Order No. 2011-623] &amp; [Cf. Order No. 2011-478] which identifies the nature of the product, the origin of the product, the exporter, the exporter code, the forwarder, the carrier and the destination of the product. The cost of a Bordereau de Route pour l\u2019Exportation de Produits Forestiers (BREPF) is 20,000 FCFA \u2013 06 sheets \u2013 and is available at the Direction des Affaires Financi\u00e8res et du Patrimoine of MINEF.
