In simpler terms, import customs clearance consists, in most cases, of paying customs duties and VAT (to find out more, click (to find out more, click <a href=\"http:\/\/uatpwic.guce.gouv.ci\/documents\/11439\/21849\/DEDOUANEMENT.pdf\/ad4048dc-6b53-4552-b8dc-1fb68492033d\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>).<\/p><p>The Value Arbitration Committee (VAC)<\/p><p>With a view to strengthening and consolidating the institutional framework for implementing the WTO assessment code in C\u00f4te d\u2019Ivoire, as set out in the WAEMU regulation <strong>n\u00b0 05\/99 du 06 ao\u00fbt 1999<\/strong>, In January 2003, the Customs Administration set up the Value Arbitration Committee (CAV), a body whose composition and operation are currently governed by the following decision n\u00b0<strong>12\/MPMEF\/DGD du 08 mars 2013<\/strong>.<br \/>This joint committee, made up of members of the Administration and the Private Sector, is responsible for dealing with disputes between the service and users in connection with the customs valuation of imported goods.<br \/>In this respect, it should be noted that the Value Arbitration Committee may be approached by any user who wishes to dispute either the values certified by the valuation services (using the OC3 additional code) or the values recognised by other services as part of the customs clearance procedure (physical referral).<br \/>However, whatever the method of referral, it must be evidenced by the submission of a file justifying the disputed value to the committee secretariat.<br \/>In order to create an environment conducive to the proper performance of its duties, and to take account of the importance of its referrals, the Committee has adopted the values of civic-mindedness, impartiality and ethics.<\/p><p>The Anti-Racket Unit (A.R.U)<\/p><p>The Unit\u00e9 de Lutte Contre le Racket(A.R.U) is a joint structure (Police, Gendarmerie, FRCI Douanes, Eaux et for\u00eats), created by interministerial decree N\u00b0086\/MI\/MEF\/MDPMMD of 22 July 2011 under the supervision of the Ministry of State, Ministry of the Interior and Security as part of the fight against racketeering and insecurity. More information on: <a href=\"http:\/\/stopracket.gouv.ci\">http:\/\/stopracket.gouv.ci. <\/a>Observatory for the Speed of Customs Clearance Operations (O.C.O.D).<br \/>To combat the hassle and abuse involved in completing customs formalities, the customs administration has set up the Observatory for the Speed of Customs Clearance Operations.
