The Directorate General of the Treasury and Public Accounting is attached to the Ministry of Finance and Budget. Its responsibilities include:
- defining policy and ensuring the administrative and accounting management of the State Treasury;
- executing and monitoring the operations of the budgets of the State, National Public Institutions, Local Authorities, and any other public body whose financial and accounting management falls under the purview of a public accountant;
- ensuring the safekeeping and handling of public funds;
- ensuring the optimal allocation of resources and regulating the Treasury within the framework of the Single Treasury Account;
- ensuring the administrative, financial, and accounting management of public debt;
- conducting financial relations with external entities;
- developing and implementing public accounting regulations;
- ensuring the maintenance of the accounts of the State, National Public Institutions, Local Authorities, and any other public body whose financial and accounting management falls under the purview of a public accountant.
- To develop and implement regulations relating to Decentralized Financial Systems;
- To collect public savings;
- To develop and implement regulations relating to institutions responsible for credit, insurance, and stock market operations, in conjunction with the Central Bank of West African States (BCEAO) and the Banking Commission of the West African Monetary Union;
- To define monetary and banking policy, in conjunction with the BCEAO;
- To ensure the completion of liquidation proceedings for public and semi-public entities
- To oversee the supervision of supervised enterprises.
The Directorate of Credit Institutions and External Finance is responsible for:
- Processing licensing applications, implementing regulations, and monitoring the activities of banks and financial institutions, in conjunction with the BCEAO;
- to develop and implement regulations concerning credit and stock market institutions, in conjunction with the Central Bank of West African States (BCEAO) and the Banking Commission of the West African Monetary Union;
- to conduct financial and monetary studies;
- to monitor foreign exchange and financial transactions with foreign countries, in conjunction with the BCEAO;
- to participate in the implementation of foreign trade policy, in conjunction with the relevant government departments; to monitor, within the Directorate General of the Treasury and Public Accounting, the policy for combating money laundering and the financing of terrorism;
- to monitor and execute, on behalf of the Directorate General of the Treasury and Public Accounting, procedures for freezing, unfreezing, seizing, and confiscating assets related to the financing of terrorism.
