The Ministry of Animal and Fisheries Resources (MIRAH), formerly known as the Ministry of Animal Production, has existed in Côte d’Ivoire since 1963. The first person to hold this position was Tidiane DEM on 15 February 1963.
In certain contexts, the Ministry of Animal Production was merged into larger ministerial groups such as the Ministry of Rural Development (MDR) in 1983 and the Ministry of Agriculture and Animal Resources (MINAGRA) in 1990. At that time, the ministry was responsible for the former Animal Production Development Company (SODEPRA), whose actions are well known in the field.
The current name of MIRAH dates back to 2003, after the Linas Marcoussis talks following the outbreak of the military-political crisis on 19 September 2002.
The ministry’s powers are set out in Decree No. 2007-458 of 20 April 2007 on the allocation of responsibilities among members of the government, in particular in Article 14, which stipulates that MIRAH is responsible for implementing and monitoring government policy on animal production and fishery resources.
In this capacity, and in conjunction with other ministerial departments, it is responsible for initiating and implementing measures relating to:
- Planning, promotion and development of animal production, aquaculture and fisheries;
- Regulation and quality control of animal feed;
- Improvement, control of animal health and health monitoring;
- Regulation and control of veterinary medicines, products and equipment, in conjunction with the Minister of Health and Public Hygiene;
- Promotion and control of veterinary medicines, products and equipment, in conjunction with the Minister of Health and Public Hygiene;
- Promotion and control of animal establishments;
- Identification and monitoring of the implementation of pastoral developments and the exploitation of the related rural space, in conjunction with the Minister of Agriculture and the Minister of the Environment and Water and Forests;
- Promotion of infrastructure for the marketing of animal and fishery products, in conjunction with the Minister of Trade;
- Development and management of fishing and aquaculture infrastructure;
- Promotion of sea and river-lagoon fishing;
- Participation in the control and surveillance of the exclusive economic zone;
- Promotion, regulation and control of the processing of animal and fishery products, in conjunction with the Minister of Industry and Private Sector Promotion;
- Initial and continuing vocational training in the animal production and fishery resources sector, in conjunction with the Minister of Agriculture and the Minister of Environment, Water and Forests;
- Promotion of professional organisations in the livestock, aquaculture and fisheries sectors;
- Support for the modernisation of livestock and aquaculture farms and production structures;
- Participation in the development and monitoring of livestock and fishery resource development programmes;
- Drafting and monitoring regulations on veterinary public health and quality, in conjunction with the Minister of Health and Public Hygiene;
- Monitoring and controlling the food safety of animal products and products of animal origin at the production, processing and distribution stages, in conjunction with the Minister of Health and Public Hygiene;
- Promotion and monitoring of zootechnical standards;
- Negotiation and monitoring of international agreements and conventions in the fields of animal production and fishery resources, in liaison with the Minister of Foreign Affairs;
- Inspection and veterinary health control at borders of animals, animal products and products of animal origin, as well as fishery products and animal and fish feed;
- Participation in the fight against zoonoses in conjunction with the Minister of Health and Public Hygiene.
