The Minister of Finance and Budget is responsible for implementing government policy on financial, monetary, budgetary, customs, tax, public procurement and statistical management of public finances. In this capacity, and in liaison with the relevant ministerial departments, he or she is responsible for initiating and overseeing the following actions:
I – Financial matters
- Definition and implementation of economic financing policy;
- Management of the liquidation of banks and financial institutions;
- Organization, management and control of public accounting and the treasury;
- Control of material accounting for the entire Administration;
- Representation of the State on the boards of directors of banks and financial institutions;
- Participation in the management of the liquidation of national public institutions, state-owned companies, companies with public financial participation, executive agencies and special legal entities, in liaison with the Minister responsible for the State Portfolio;
- Defining, implementing and monitoring debt policy;
- Managing domestic and external public debt;
- Coordinating all activities to raise funds for the State;
- Supervising the negotiation and monitoring of economic and financial programs agreed with international financial institutions;
- Signing of economic and financial agreements and conventions, in particular those concerning all external financial assistance, loan agreements, borrowings and deferred payment agreements entered into by the State, decentralized authorities, national public institutions and state-owned companies, in conjunction with the Minister responsible for the State Portfolio.
II – Monetary Matters:
- Development and implementation of regulations concerning public and private bodies operating in the areas of currency, credit, stock market operations, foreign exchange, and insurance, and monitoring of the application of organizational rules and guidelines established in these areas;
- Monitoring of relations with monetary issuing institutions;
- Monitoring of relations with bilateral and multilateral monetary organizations;
- Representation and defense of the interests of the State of Côte d’Ivoire in monetary structures and organizations.
III – Budgetary Matters:
- Preparation and presentation of draft Finance Bills and draft Settlement Bills;
- Budget execution;
- Financial management of administrative assets and state property, in conjunction with the Minister responsible for State Property and State Property;
- Participation in the management of state real estate abroad, in conjunction with the Ministers responsible for State Property and Foreign Affairs;
- Participation in the negotiation and signing of economic and financial agreements and conventions, particularly those concerning all external financial assistance, loan agreements, borrowings, and deferred payment agreements, including securitizations, contracted by the State and decentralized authorities;
- Ongoing financial and budgetary control of public administrations and national public institutions and similar structures;
- Management of public procurement, in conjunction with the relevant ministries and entities;
- Management of rolling stock orders for the administration and public entities, in conjunction with the ministries;
- Management and control of State subscriptions.
IV – Customs Matters
- Drafting and implementation of legislative and regulatory texts;
- Preparation and monitoring of bilateral and multilateral customs agreements;
- Collection of customs revenue and security of the national economic territory;
- Participation, in conjunction with the Minister in charge of African Integration, in the monitoring, harmonization, and implementation of sub-regional and African integration customs instruments, notably the West African Economic and Monetary Union (WAEMU), the Economic Community of West African States (ECOWAS), the African Union (AU), and the Economic Partnership Agreement (EPA);
- Participation, in conjunction with the Minister in charge of African Integration, in the definition, implementation, and monitoring and evaluation of community programs in customs matters.
V – Tax Matters
- Development and implementation of tax and parafiscal policies, legislation, and regulations;
- Implementation of the short-, medium-, and long-term tax revenue mobilization strategy;
- Preparation, negotiation, and implementation of international tax treaties;
- Implementation of the unique business identifier;
- Design, creation, and management of the land registry in urban and rural areas;
- Registration of land ownership and mortgages;
- Tax revenue collection;
- Modernization of tax audits;
- Management of tax disputes;
- Promotion of tax compliance;
- Strengthening partnerships with the private sector.
VI – Public Procurement Management
- Drafting and implementation of legislative and regulatory texts;
- Implementation of the policy to improve SME/SMI access to public procurement;
- Authorization of exceptional procedures for public procurement and public-private partnership contracts;
- Monitoring the regularity of public procurement operations;
- Approval of public contracts according to the threshold defined by the Public Procurement Code;
- Termination of public contracts according to the threshold defined by the Public Procurement Code;
- Production of statistics.
VII – Statistical Management of Public Finances
- Preparation of tables on public finance statistics;
- Coordination of the monitoring of economic and financial programs concluded with technical and financial partners.
